Russia runs one of the world's most aggressive internet-filtering regimes. Since 2022, Roskomnadzor has throttled or blocked Instagram, Facebook, X, and most Western media; ChatGPT, Claude, Gemini and most other foreign AI services are also unreachable from Russian IPs without a proxy. Domestic services (Yandex, VK, Mail.ru, Sberbank, Wildberries, Avito) work at full speed. Telegram and WhatsApp remain technically accessible but are throttled. The reliable path is a foreign proxy exit paired with DNS-over-HTTPS to a non-Russian resolver.

Limitations

- Foreign payment cards (Visa/MC) don't work — only MIR, UnionPay, or domestic cards
- Some foreign sites (GitHub, Reddit) are throttled not blocked
Pricing context
Foreign service pricing is irrelevant inside RU — payment rails are blocked. Domestic services are priced in RUB. Yandex Plus is ₽299/mo (~$3), very cheap. VK Music and OK are bundled with VK subscriptions. For RU-based users wanting global services, the only path is a non-RU payment card paired with a non-RU proxy exit — both are needed.
Proxy tip
Use a foreign exit — TR, NL, DE, or FI are good picks (low latency from RU + friendly to Russian-language content). Pair with DoH to Cloudflare or Quad9 to prevent DNS poisoning. Don't reuse the same exit across many sessions — RU ISPs log aggressively. For business use, route through a non-Russian VPS you control rather than a consumer VPN provider.
