The UAE runs a content-filtered network that targets voice/VoIP (FaceTime audio, WhatsApp calls, Discord voice are restricted), dating apps, gambling, and adult content. The good news: data speeds are world-class, most global AI and SaaS services work normally, and payment rails are excellent. Dubai (AE) is the de-facto Gulf exit — used by Saudi, Oman, Qatar, and Bahrain residents who want full internet. The catch: voice/video calling apps require a workaround (paid VoIP license or a SIP trunk), and any service that does gambling or dating compliance will reject AE IPs.

All major AI (ChatGPT, Claude, Gemini, Sora, Grok, Midjourney) — Dubai hosts OpenAI APAC POP. Streaming: Netflix AE, Spotify AE, Apple Music AE, YouTube Premium AE, Starzplay, Shahid. Crypto: Binance.com, OKX, Bybit (no Iran sanction issue, AE is G20/OECD). Stripe supported, Wise supported. VoIP and gambling restricted.

Proxy tip
If you're in AE and want full VoIP: use a non-AE exit (TR, IN, UK) — but expect ~80-150ms latency which kills real-time voice quality. For banking and crypto, AE residential or mobile (Etisalat, du) is the cleanest IP class. Avoid AE datacenter (AWS me-central-1, G42, Microsoft UAE) for any service that does ASN reputation.
